After your folder is packed and your appointment is scheduled, the challenging preparation is done. However, arriving at the counter unprepared can still disrupt your entire schedule. To ensure your appointment proceeds smoothly, it's essential to know precisely how the counter process manages attendance and financing.

The Mandatory Attendance Rule


The fundamental requirement for obtaining a minor passport is the child's physical presence. The child must be present at the counter. Regardless of whether your child is a teenager or a newborn, the acceptance agent needs to see the child in person to verify their identity against the photo application.  


Additionally, both parents listed on the birth certificate must also be present. If one parent is unable to attend, you must provide the notarized Form DS-3053 or the sole custody documentation as outlined in the preparation phase. Arriving alone without this paperwork will result in the agent canceling your appointment immediately.

Understanding the specific functional differences between the two types of passports at your child's passport appointment is essential before choosing on the application form. While both have the same processing time, they serve different travel requirements.


The U.S. Passport Book

The traditional passport book is the definitive document for global travel. It is legally necessary for all international air travel, regardless of destination. If there is any possibility that your family will need to take an international flight—even in an emergency during a cruise—the passport book is your only option.

The U.S. Passport Card

The passport card is a compact, plastic alternative with specific geographic limitations. It is only valid for entering the United States at land border crossings or sea ports of entry when returning from Canada, Mexico, Bermuda, and the Caribbean. This makes it a cost-effective and convenient choice for family road trips across the border or typical Caribbean cruises. However, it cannot be used for international flights under any circumstances.

The Two Separate Payments Trap (The Checkbook Rule)

This is the primary reason why families often leave the post office feeling frustrated. You cannot use a single debit card swipe to pay for a child’s passport. Grasping the payment process is essential to prevent delays or cancellations during your appointment. Here’s what you need to know about the two distinct payments required for a child's passport application.


Payment One: The Department of State Application Fee

This first payment is placed in the envelope with your paperwork and sent directly to the federal processing center. Since this goes to a federal agency, their payment rules are quite traditional. They do not accept cash, credit cards, starter checks without a printed address, or digital wallet payments.

This fee must be paid with a personal check or a money order made out exactly to "U.S. Department of State."


The USPS Loophole: If you don't have a personal checkbook, don't worry. Since the U.S. Postal Service usually hosts these passport appointments, you can request a money order at the postal counter during your appointment. They work perfectly, cost only a few dollars, and are fully accepted by passport scanners. If applying for multiple children, you must purchase a separate check or money order for each child. Money orders must be paid for with cash or a debit card; credit cards are not allowed.

The Minor Passport Book

As of this year (2026), but be sure to check the offical payment calculator from the department of state the standard application fee for a child's passport book is $100. This book is valid for five years and covers all international air, sea, and land travel.


The Minor Passport Card

If you choose to add a wallet-sized passport card, it is an additional $15. Note that passport cards are only valid for land and sea crossings between the United States, Canada, Mexico, Bermuda, and the Caribbean—they cannot be used for international flights.


The Optional Expedite Fee

If you need to rush the application due to upcoming travel, you can choose expedited processing for an additional $60 per application. This significantly reduces the standard processing time, but you must include this extra amount in your main State Department check or money order.


The Local Execution Fee

This is your second, entirely separate payment that remains local to cover the administrative cost of the clerk verifying your identity. This is a flat $35 paid directly to the post office or county clerk facility. Unlike the federal fee, you can pay this local portion using cash, debit cards, or major credit cards.

Final Counter Etiquette and Tips


Do Not Staple the Photo Although you might want to perfectly center and staple your 2x2 photo to the application at home, it's best to keep it loose in your folder. Passport agents are very particular about photo placement and often prefer to attach it themselves with their specific desk tools.


Bring Valid Parent Photo IDs Both parents need to present their own unexpired physical identification, such as a U.S. Driver's License or a current adult passport. Remember to also provide a clear, front-and-back photocopy of these IDs on separate sheets of paper for the agent to attach to the file.


Be Prepared to Take an Oath At the conclusion of the appointment, the agent will ask you to raise your right hand and swear that all the information on the Form DS-11 is completely true to the best of your knowledge. After the oath, you will sign the application form directly in front of the agent.



Part 3: The Waiting Game (What Happens Next)


After signing the paperwork and paying the counter fees, your application folder is officially in the hands of the federal government. Understanding the timeline behind the scenes can help alleviate unnecessary travel anxiety while you await delivery.


Official Processing Timelines

This year, standard processing takes 4 to 6 weeks, whereas expedited processing shortens the timeframe to 2 to 3 weeks.  

However, consider the Mailing Buffer. These official government windows only account for the time the application is being reviewed on an agent's desk. It can take up to two additional weeks for your documents to travel through the postal system to the processing agency, and another two weeks for the printed passport to return to your home. Plan for a total of approximately 8 to 10 weeks for standard service in your vacation planning.  


The Two Separate Return Shipments

This is the primary reason for parental panic. When your child’s new passport arrives in your mailbox, you might notice that the original birth certificate or naturalization papers are missing.


Do not panic. By law, the Department of State must mail your official citizenship documents back to you in a separate envelope. Since they ship from a different department and use a separate class of mail, your original documents will typically arrive 2 to 4 weeks after the new passport book is in your possession.  


How to Track the Application Status

You don’t have to remain in the dark wondering if your paperwork was lost in transit. The government offers a free digital tracking portal through the official Online Passport Status System

Remember that your application status will show "Not Found" for the first 14 days after your appointment. This is normal, as it takes time for the physical mail to reach the facility and be scanned into the central database. Once it updates, you can enter your email address to receive automatic text updates when your child's application moves into approval and shipping.


The System Glitch Warning Be aware that this digital tracking portal is known for being glitchy and may not always update in real time. If the website stalls, freezes, or doesn't show your information after two weeks, skip the portal altogether. Instead, call the National Passport Information Center directly at 1-877-487-2778 to speak with a representative for a more accurate, live update on your child's file.
